II.1.5) Short description of the contract or purchase(s):

Bergen municipality, the Water and Sewage Department, administers water and sewage installations that include over 100 km of tunnels and rock halls. Since 2007 inspections have been carried out for control and securing measures have been implemented in order to take care of safety from collapses and avalanches in many of the installations.

The water and sewage installations in rock consist of a water treatment plant, water basins, cleaning plant for sewage water and transfer tunnels for drinking water and/or sewage water.

In the newer transfer tunnels there are pipelines for both sewage water and drinking water. In some of the old sewage tunnels the sewage water runs on the tunnel floor, in others surface water runs on the tunnel floor and sewage water in a pipe.

There is still a need to check and possibly undertake clearing and securing works in the sewage tunnel from Midtun to Flesland treatment plant and in the sewage tunnel from Indre Aran to Garnes treatment plant. Sewage water runs openly on the floors in both tunnels.

One sewage tunnel from Sælevannet to Knappen treatment plant crosses over the imminent extension of the Ring Road west tunnels at Sandeide. The tunnel shall be inspected and securing measures at the crossing at Sandeide must be completed before March 2012.

In the elevated basin and the long transfer tunnels for drinking water supply with open water surface, periodic cleaning is carried out in accordance at fixed intervals. In connection with the clearing, periodic inspections and the necessary securing works of the rock halls and the tunnels are also carried out.

II.2.1) Total quantity or scope:

The water and sewage installations in rock can be rock halls, basins, transfer tunnels and discharge tunnels. Parts of each installation or the whole of the installation can be secured gradually as inspections uncover the need for securing measures.

The securing measures can consist of rock clearing, installing bolts, rock bands, rock fall or interlacing net as well as shotcrete as needed.

The extent of the securing measures will, in addition to the rock quality, depend on, among other things, the use and importance of block collapses or avalanches in the tunnel or rock hall.

The contract will be formed as a framework agreement with one contractor, based on the estimated items and the accompanying unit prices. Settlement will be in accordance with accrued volume based on hourly rates and volume itemization from the contractor, checked by the construction manager/geologist. A final report for each installation shall be submitted.

The estimated annual turnover is 5 000 000– 10 000 000 NOK.

Contractors are required to document that they have an organisation, the resources and equipment that are suitable for fulfilling the contract in accordance with the awarding authority’s needs and installations in an efficient way.

Contractors are required to have experience from clearing/securing equivalent installations below ground in densely populated areas (towns).

This requirement means that contractors must have experience with securing works in rock installations where there were also requirements regarding safeguarding existing technical installations, e.g. existing water and sewage pipelines of various dimensions, fibre cables, pumps etc.

Contractors must be able to refer to assignments of various amounts and values.

Contractors are required to document competence equivalent to development class 3– superior responsibility for execution (building, site or construction, technical installations).

3. Requirement: safeguarding the outer environment.

The assignment requires that the contractor has routines and systems that ensure a low impact on the environment when carrying out the assignment.
