II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope:
From 1.4.2012 to 31.3.2017 to provide the Authority with:
— An online service and a telephone service allowing any member of the public meeting our criteria to purchase a parking permit, voucher or pay and display ticket,
— To issue the above without requiring the use of paper permits,
— To provide real time data suitable for enforcement of permit parking and pay and display restrictions,
— To provide regular reports on permit and pay and display uptake suitable for informed parking (and financial) management.
Gloucestershire County Council anticipates the following volume of permit sales for the duration of the contract:

We also anticipate a pay by phone uptake of 5 % of pay and display transactions. We currently have a total of 820 000 pay and display transactions per annum, and we expect to see this increase by 100 % during the life of the contract to give a total number of pay by phone transactions of 82 000.
Payments for parking are currently collected for 5 types of transaction;
a. Permits, of various types allowing parking in designated spaces or waiving regulatory controls in designated areas;
b. Vouchers, issued to visitors within permit zones and operating like a permit but for a single calendar day;
c. Tickets, such as pay-and-display tickets allowing parking in a designated space or area for a short stipulated period;
d. Waivers, waiving the requirement to comply with some specific regulations in specified areas and issued to a vehicle by registration number. Waivers are issued on a daily basis only in Gloucestershire;
e. Suspensions, removing restrictions from a specific area of highway for a time limited period to allow works etc.
Payments for parking are currently made to 5 district councils acting on behalf of the County. During the period of this contract enforcement operations both within districts and across the County are due to be reviewed we do not anticipate that any changes will impact on the provision of this service.
A virtual permit, voucher or ticket may be obtained by any of the methods provided by the Council through a service provider. This may include on-line applications, application by telephone or a personal visit to a District Office manned by district council staff with access to the online system. Other methods may be developed as technological advances allow.
