The collection or receipt, processing and onward sale of co-mingled dry recyclables from the District Councils of Braintree and Uttlesford. The total volume of dry recyclables is estimated to be 19 500 tonnes per annum, as set out in the following lots:

— Lot 1: Braintree District Council dry recyclables - currently 11 500 tonnes per annum,

— Lot 2: Uttlesford District Council dry recyclables - currently 8 000 tonnes per annum,

— Lot 3: services as described for lots 1 and 2 but as a combined option (to ascertain if there are any advantages to appointing one company for the authorities). There will either need to be two contracts or a tripartite contract as Uttlesford District Council cannot contract on behalf of anotherentity,

— Lot 4: Braintree District Council haulage of waste/recyclate from Braintree District to a processing/disposal facility in Essex.

As described in II.1.5, Braintree District Council and Uttlesford District Council require arrangements using the restricted procedure for the collection or receipt, treatment and onward sale of co-mingled dry recyclables. This shall include as a minimum the following materials: cans, paper, cardboard, glass and all plastics. Braintree District Council also requires the haulage of waste/recyclate including glass and green waste from Braintree District to a processing/disposal facility in Essex. The contract length is 5 years with the option to extend for a further 5 years.

The 2 authorities as separate legal entities reserve the right to award the contract(s) in whole or in part or not at all as a result of this call for competition. The Council(s) shall not be liable for any costs or expenses incurred by any bidder in responding to this notice or in tendering for the proposed contract(s).

The Council(s) shall not be liable for any costs incurred howsoever in the event that the Council(s) decide to abandon the tender process altogether before the tender process is complete. The Council(s) is subject to the provisions of the Freedom of Information Act. This period allows unsuccessful tenderers to seek further debriefing before the contract is entered into.
