The Trust runs The James Cook University Hospital in Middlesbrough and the Friarage Hospital in Northallerton providing district general hospital services for:

— Around 278 000 people living in Middlesbrough and the local authority area of Redcar and Cleveland,

— 138 600 people in an area stretching from the North Yorkshire Moors to the central Pennines, the borders of York District in the south and the borders of Darlington in the North.

We also welcomed community services from Hambleton, Richmondshire, Middlesbrough and Redcar and Cleveland into the trust in April 2011 including services at:

— Redcar Primary Care Hospital,

— Guisborough Primary Care Hospital,

— Carter Bequest Hospital in Middlesbrough,

— East Cleveland Primary Care Hospital in Brotton,

— The Rutson Rehabilitation Unit in Northallerton,

— Friary Community Hospital in Richmond,

— Lambert Memorial Community Hospital in Thirsk.

Our workforce of almost 9 000 (including community services) also provides a range of specialist regional services to 1.500 000 people in the Tees Valley and parts of Durham, North Yorkshire and Cumbria, with a particular expertise in heart disease, trauma, neurosciences, renal services, cancer services and spinal injuries.

We are continuing to build on our links with the Universities of Teesside, Durham and Newcastle and have a purpose-built academic centre with medical students and nursing and midwifery students doing their clinical placements on site.

The Trust is also the host site for the County Durham and Tees Valley Local Clinical Research Network and a host site for the North East Research Design Service, reaffirming our commitment to training, life-long learning and research.

At the Friarage Hospital, we also host the Ministry of Defence Hospital Unit, a partnership which has gone from strength to strength.

The independent Dr Foster Hospital Guide has ranked us as one of the best in the country for patient safety, we are one of only a handful of trusts to be named a‘United Kingdom Top 40 Hospital’ for 10 years running and the Care Quality Commission rates us as ‘excellent’ for the quality of services we provide.

The Trust is looking for a strategic partner to provide innovative solutions that are adaptable and extendable to enable and support healthcare delivery. These solutions must support a shared pathway of care across primary, community, social and secondary care.

The strategic partner must demonstrate the necessary expertise, experience and track record of delivering large scale IT and change management programmes to enable the trust to move towards a fully integrated patient record and associated infrastructure. Any supply models will be considered.

At the PQQ stage, suppliers will be required to complete written proposals giving details of their capability to meet the trust’s requirements as set out in the OJEU, and including details of reference sites. An initial long list of 5-6 suppliers meeting the criteria set out in the PQQ will be taken forward to the next stage. These suppliers will be sent the invitation to participate in dialogue (ITPD) which will give further details of the programme and a series of scenarios that suppliers will be required to respond to. Suppliers will also be invited to an open day which will be held in March 2012 where suppliers will be able to ask questions and clarify any points further. Following this open day suppliers will have a further 4 weeks in order to return completed submissions to the ITPD.

Following analysis of supplier’s responses to the ITPD a further short-listing exercise will take place in mid 2012, where a maximum of 3 successful suppliers will be taken forward into the negotiation phase.

The short listed suppliers will be invited back to the Trust to give presentations and a series of detailed negotiations will then take place for a period of between 3– 6 months depending on the number of suppliers and level of detail required to bring the negotiations to a satisfactory conclusion. There will be a minimum of 2 stages to this negotiation. At each stage throughout the negotiation process the trust reserves the right to reduce the number of bidders based on set criteria. Suppliers will then be asked to submit best and final offers.

Final contract award with be based on the most economically advantageous tender.

Suppliers are requested to note that the James Cook University site is a PFI and therefore any proposal put forward that requires changes to the building infrastructure will need to involve the PFI partner Endeavour.

II.2) Quantity or scope of the contract

II.2.1) Total quantity or scope:

The Trust is a sub regional centre that is looking to either enhance or replace IT systems into an integrated solution. The Trust has a range of corporate and departmental clinical information systems with supporting infrastructure including patient administration and requesting and reporting, necessary to support patient care. There are a number of patient demographic and admission, discharge and transfer (ADT) interfaces between systems, but on the whole these systems are disparate and do not give a cohesive single view of the patient record. Therefore, these systems may not provide the necessary levels of functionality to support the future needs of the organization.

The Trust also has paper based patient case notes which will need to be made available electronically through the integrated solution.

The Trust is looking for solutions that support models of healthcare that exist within and beyond the current organization boundaries as they develop over the coming years.

In order to support the above solutions and to provide access wherever and whenever it is needed, the technical infrastructure will need to be upgraded or replaced and supported.

Other non clinical functionality such as reporting may be included as required.

Further detail on the requirements will be provided in the PQQ and more detail in the invitation to participate in dialogue (ITPD).
